Germany’s Controversial Social Media Hate Speech Law

An Act to Improve Enforcement of the Laws in Social Networks, the “Network Enforcement Act” (better known as “NetzDG” or “Facebook Act”) was passed by the German government in June and went into effect on October 1, 2017. With fines as much as €50million, the German government has got Silicon Valley’s attention.

Andrea Shalal covers German foreign policy, security and cyber matters in Berlin. A 29-year veteran of Reuters, Shalal worked in Frankfurt and Bonn – with stints in Berlin to cover the fall of the Berlin Wall — before returning to the United States in 1992 to cover energy, environmental issues and for many years, the military-industrial complex. In 2015, she was one of a group of Washington reporters singled out for Reuters “Journalists of the Year” award. She has also worked for Dow Jones and The Washington Post, and interned at the Orange County Register and the Cleveland Plain Dealer. She helped found a diversity initiative at Reuters in the United States in 1998, has taught college and graduate courses on diversity and media ethics, and lectures occasionally about Arab-American literature.
